Prepare the crust by mixing graham cracker crumbs and cocoa powder.
Add powdered sugar to the crumb mixture and mix well.
Melt the butter and add it to the crust mix.
Press the mixture into the bottom of a greased pan.
In a separate bowl, beat the cream cheese until smooth.
Add heavy cream, vanilla extract, and powdered sugar to the cream cheese.
Fold in chocolate chips if using.
Spread the filling over the crust evenly.
Chill in the refrigerator for at least four hours before serving.
